Policy Analysis on RUEN and RUED Implementation at National and Sub-National

The Policy Analysis on RUEN and RUED Implementation at National and Sub-National project, commissioned by WE for JET Indonesia in 2025, aimed to evaluate the alignment between Indonesia’s National Energy Plan (RUEN) and the provincial energy plans (RUEDs) of West Nusa Tenggara (NTB) and East Nusa Tenggara (NTT), with a particular focus on embedding gender equality to enable an inclusive energy transition. In the context of Indonesia’s decentralised governance and national climate and energy objectives, the project sought to identify gaps and synergies between national policy and provincial implementation, and to recommend practical measures for improved coherence and equity.

PT Geni Buana Nusantara produced a policy paper that assessed legal and institutional frameworks, compared targets and measures across RUEN and the NTB and NTT RUEDs, and examined the degree to which gender-responsive approaches are integrated into planning and implementation. The scope of work included document review, stakeholder consultations with national and provincial authorities and civil society, gender analysis, and formulation of policy recommendations. The project delivered actionable recommendations to strengthen policy alignment, mainstream gender equality within provincial RUEDs, improve coordination mechanisms between national and sub-national levels, and establish monitoring, capacity-building, and financing measures to support an equitable and effective energy transition.
