The Building Efficiency Policy Impact Assessment project, commissioned by the Initiative for Climate Action Transparency (ICAT) - UNOPS in 2024, aimed to evaluate the applicability of the UNOPS ICAT guideline within the Indonesian context and to estimate potential greenhouse gas reductions achievable through enhanced building efficiency policies. In light of Indonesia’s decarbonization objectives and the growing need for sustainable urban development, the project sought to align international assessment methodologies with local regulatory frameworks and data availability.
PT Geni Buana Nusantara carried out the assessment by analysing the Green Building Regulation, establishing emissions baselines for the building sector, and projecting reductions using both ex-ante and ex-post methods. The scope of work included regulatory review, baseline development, scenario projection, and methodological guidance for monitoring, reporting and verification. The project produced practical recommendations to adapt the ICAT guideline to Indonesia’s regulatory environment, methodological adjustments for baseline and projection approaches, and clear guidance for policymakers and practitioners to estimate, implement, and track building efficiency-related emissions reductions.
